Mark E. Fair

With 24 years of experience in the military and executive protection industry, Mr. Fair’s experience includes specializing in operations management, training, business unit management and business development. His broad experience includes numerous personnel protection assignments globally, mitigating a variant of problems for clients from the simple to complicated, and the ability to assess and adjust to the many different protective cultures of clients.


After 15 years with Vance International / GardaWorld, a $500 million global security firm, Mr. Fair established The MODAD Threat Management Solution, LLC (The MTMS) to provide a more elite training program for close-in / personnel protection and related skills to both private and public sector organizations.


Since the inception, The MTMS leadership has built a respected reputation and gained an expansive area of knowledge within the high-end risk and threat management industry. This notoriety and wisdom allows The MTMS to be one of the top firms in the field of education and training of elite protection professionals.  As President of The MODAD Threat Management Solution, Mr. Fair designs and delivers his innovative training program based on his 6 tried-and-tested principles of protection.


Mr. Fair began his illustrious career at Vance International as a basic agent where he left in the role of Managing Director for the Executive Protection business unit.


As head of the global division, Mr. Fair was successful in:

  • Taking the business unit from $800,000 annually to close to $2 million.
  • Increasing contracted assignments by approximately 150% over a five-year period.
  • Streamlining costs, which resulted in maximized profits each year.
  • Designing and managing a training program on the various skills required in delivering the protection service to internal personnel as well as clients.
  • Planning and directing all aspects of executive protection service policies and objectives around the globe.
  • Managing all aspects of business development for executive protection services around the globe.


His vast experience in protective operations and the business of protection has provided Mr. Fair with an advanced level of industry knowledge. He has directly supervised or managed assignments with many specialists and protectees domestically, as well as abroad.  His experience includes supervising engagements with multiple service lines, that have included assessments, business intelligence and other risk management related consulting.


Mr. Fair is highly respected as a subject matter expert in the area of close in / personnel protection and has been requested to offer opinion and speak with the media and before various groups on protection related issues.

Before joining Vance, Mr. Fair served 4 years in the U.S. Marine Corps. He was assigned to US Marine Security Forces and then the fleet marine force.  Mr. Fair served on multiple deployments including Liberia, and South West Asia.
